Sir Francis was later a Judge, and then Chief Justice of the Supreme Court of Western Australia, before becoming Governor of Western Australia. He was shortly joined by Mr John Wickham (later the Honourable Mr Justice Wickham), Mr Terry Walsh (later the Honourable Mr Justice Walsh) and by Mr Gresley Clarkson in July 1963.
